Prohibit editing a survey

Yes when collaborating you can provide different access rights to different users.

I appreciate your quick responses, but I have a manager who wants IT to limit the ability for a user to edit his/her own survey after it has been created in Qualtrics. Is there any way that an admin can control collaboration of newly created surveys?

Admin as well as survey creator can control this.

Yes ou can prohibit the users from editing your survey. You can give different level of rights to your users.

Even after sharing a project if you don't want anyone to edit any specific block of your survey then you can control that as well. See lock block option under "block options" https://www.qualtrics.com/support/survey-platform/survey-module/block-options/block-options-overview/#UsingBlockOptions
