Qualtrics as Application Site?

Can I use Qualtrics Survey as an application form where people use one generic link and apply for a program, if yes, can I send them a thank you or confirmation email to the email address they provide on the portal?

Yes you can do this, use email action task to send them thank you emails.

        But is Qualtrics really a good tool for this? It is primarily concerned with analysis of groups of responses rather than analysis of individual responses, right? And would it be able, for example, to automatically recognize and filter out particularly good or bad applications? Or would you be stuck paying for lots of potentially bad responses and then having to read through each one?
