Where is the "Add quota group" option?

I can't seem to find the "Add quota group" option on my preview: ! Can anybody help?

      ClaraT I agree with Bhushan and RCK. Access to quota groups may depend on the features you've purchased per your contract with Qualtrics, so I would check with your account rep.

      I have the same problem, any idea how to solve it? And also I can't add cross logic quotas
