Can we publish responses in progress?

Hi, I have noticed a few anonymous responses that were completed but not submitted. is there a possible way to review them and submit? 

although the option is there, it doesnt allow me. why??

    This review and publish button in recorded responses is to save the response when you directly edit the inputs or blank entry of questions.

     

    I just notice that there is the same button shown in responses in progress.

    Not sure why it is there.

    However, you can manually close the session by selecting the specific responses in progress entry or close the survey collection to force all responses in progress to end (record/delete depending on the survey option you set for incomplete responses.
