Hi, I read other answers related to this topic and I tried to follow the instructions provided for the HMTL part but not sure how or where to add the CSS part that was mentioned. I need to have the Opt-out link in white letters and underlined. Can someone please explain how to do it? Thanks in advance

You added the in the wrong place.
It should read like this:
...emails regarding this survey, you can ${l://OptOutLink?d=unsubscribe here}.
+37${l://OptOutLink?d= Click here to unsubscribe}
