Is it possible for the Table of Contents to not track progress?

I found a thread which allows me to disable the checkmarks in the Table of Contents sidebar (https://www.qualtrics.com/community/discussion/comment/10711#Comment_10711). However, even when the checkmarks are disabled, if a respondent clicks through an entire block without answering any questions, the TOC headings are still grayed out in the sidebar as if the block is complete. So then, when navigating through the survey with the next button, it is skipping those blocks of the TOC that it considers to be "completed" sections (even if none of the questions are answered). I don't want to make the questions required, I'm just trying to prevent it from looking like they are done when they are not and then deciding which questions/blocks to skip. Is there some code or a setting I'm not aware of that will prevent Qualtrics from thinking a block is complete just because all the pages have been viewed? Thanks!
