Loop and Merge - within subjects randomization

So I've set up a loop and merge block with 13 items in field 1; within the block there are 9 questions. I want the survey to randomly present each question with the field option randomized each time. At the moment the survey presents one of the 13 items in each of the 9 questions, then another item from the 13 with the 9 questions. How could I get so the item from field 1 is randomized and the question is randomized so it's completely counterbalanced?

It may have to be a coding job but that isn't something I would know how to do!
