In the below img how to set a validation : we need to select Minimum 1 department all 3 entries and max 3 departments all 3 entries should be config.

+29You can recode the option and get 3 Department recode value of each collumn like this pic
And link them uplike this
For the maximum option, i can only think of put a question before this to filter out top 3 department that they worked with.
