The first thing that you can do is set your quota options to “End current survey”, so that responses are not recorded once a quota has been met.
As a workaround, you can also add a branch logic after each block of questions in the Survey Flow to check if the quota has been met, followed by an End of Survey element. This will help prevent over-quota responses.
