Guessing there is a restriction to upload the image for free account. You need to check the support team

I had the same problem. I’ve asked to the Customer Service and they replied “for free/trial accounts, there is a limitation that you are not able to upload images to the library or add images to your survey from the library.”.
If you want you can “upload” an image in a different way.
First upload your images online, for example to Dropbox (this way you can copy the share link).
Then go to your survey, enter a new question like "Text/Graphic", click in the section to write the text and then in the blue box "advanced content editor".
Click on "More" and then on the chain icon.
In the box you will need to enter the text that will be shown in the survey and the link that you copied from the image (for example from dropbox).
To finish you need to go to the "Destination" section and click on "new window" (this way when you click on the link, when you fill out the survey, a new tab will open in your browser).

Thank you. It worked up to the "destination" section, which in my version is the second sheet in the box called "target".
There I chose "New window" but it didn't work because I couldn't select "Allow All HTML Markup". How did you manage it in the free account? I can't find this option.

Hello all! I’ve noticed that this is a popular topic and reached out to Support to get the most up to date and accurate info. Here's what you need to know about working with images in your free/trial account:
While free and trial accounts offer many valuable features, you cannot upload images or files directly to the Qualtrics library; this means that you also cannot add images from the library to your survey. However, you can still include images in your survey by hosting them externally and linking to them:
- Upload your images to an external hosting service such as Dropbox, Google Drive, or any public image hosting platform that provides a shareable URL.
- In your Qualtrics survey, add a new question of type "Text/Graphic".
- Click into the text editing area and open the “Rich Content Editor" (the blue box).
- In the editor, click on "More" and then select the chain link icon to insert a hyperlink.
- A pop-up window will appear where you will first enter the display text that you want respondents to see, then paste the image URL you copied from your external host.
- The second tab of this pop-up window labelled “Target” is where you can choose how the link will open for the participant. For example, selecting "New Window" opens the image in a new browser tab.
