Can a Division Manager add Users?

Hi,
I'm a newb. Here's my scenario. We've setup SSO. We allow Qualtrics to create users upon login based upon a specific domain. We have setup Divisions with Division Managers. Our Division managers can create users, but we actually want them to be able to ADD users from the directory to their specific Division. The question...is there a permission that could perhaps allow this? Is this even possible? As a Brand Admin, I can navigate to Divisions, click on Add User, and then select from the directory list of all users. Can I give my Division admins that same access or permission?
