Is it possible for a survey to have a status of "finished" in which I have all the answers in block #1 but block #2 has been closed with a cross in the viewer?

This is quite an important problem because, in 1 of 20 surveys I want to add a question that will be voluntary for the respondent. We are using the "finished" status in the dashboards and these ratings are mutually exclusive for us.
