"Unauthorized library reference in survey import"

Hi! I am unable to import a QSF file and am met with the error message shown above when I insert a survey via reference library method.
If I insert the survey as a copy, the carry-forward logic options break, but then I can import this error-filled QSF file.
Also, when I make a copy of this survey (as another survey in the reference library) in the original reference library, this copy's carry-forward logic options are also broken.
Is it possible to transfer a survey from the reference library of one account into another so as to transfer a non-error-filled survey with carry-forward options intact?
Or can someone let me know what's going on? (Why are the carry-forward logic options breaking?)
