I am interested in creating a contractor assessment survey group in Qualtrics. Evaluators would be the employees that have worked with contractors. One piece I'm looking for is the ability to create "snapshot" evaluations, eg when a contractor has performed well or poorly after a particular project. As the admin, would I have to create a new survey link every time I want an evaluator to be able to create a "snapshot" evaluation? Would employees be able to see the history of the evals they've completed without having a Qualtrics login?

You can just have them take the survey again. As there are more than one contractors, you can put in a selector.You can just have a public report they can browse too. You would need to either add embeddedData to determine which response belongs to an employee. You can do this with a contact list authenticator or a simple URL encoded data variable with an employee ID number that is recorded with the response.
