Can action based triggers, like an email based on a response, be triggered based on uploaded data?

Hi,
We are currently building a study where we'll administer over SMS and email, and for those that don't respond we're sending to an external organisation to follow up with a phone call to complete the survey.
We have actions built into Qualtrics that trigger an email to be sent to various inboxes based on specific responses. We want to be able to take the data collected through phone calls and upload them into Qualtrics and have the uploaded data trigger the same emails as the SMS and email.
Is this possible to do? If so, how would we go about it?

Add a variable, something like email_sent. Then setup a scheduled action to trigger everyday, which does two things, sends an email to all those for whom the email_sent field is empty, and updates the email_sent variable to TRUE when the email is sent.
