Error Calling Service

I keep trying to import a survey into Qualtrics using some code I wrote in JSON (although the files I’m trying to import are .qsf)  but every time I try to upload it into Qualtrics it keeps telling me that there is an “error calling service” and I’m not sure why. If anyone has any thoughts or ideas, I would really appreciate the help!! Thanks so much!
