I tried the following instruction to apply a mobile accordion format to desktop browser but it's not working when browser is in full screen.

It only works when I resize the browser to a small size.

namvh89 Most people suggest this as a way to force the accordion on a mobile screen, aka https://www.qualtrics.com/community/discussion/3850/how-to-force-mobile-optimization-for-matrix-tables.
To make this work properly on a *desktop*, you have to drag the bar REALLY, REALLY far to right right (eg. way off the screen). I wanted this to happen for my survey, and in the backend, you scroll to lengths of the screen to the right before you see the labels
