Is there a way to only send reminder emails to those who have started or partially completed a survey? I do not want to send a reminder to those who have never opened the survey (i.e., those with Email Sent or Email Opened status).

There may be an easier way but, the link below addresses how to do this via export/import.

You will need to download the distribution summary and will need to prepare the another invite as reminder instead of actual reminder. But in that case survey link will be changed. If you want avoid that issue. Use authenticator module in survey flow and do simpling via anonymous link.
