I have a multiple choice question with 9 choices, however when a person completing the survey select answer 1 the next person completing the survey should not be able to select answer 1 but only choose from answers 2-9.
Can you limit the answer choices available in a multiple choice question?
Any suggestions would be really appreciated.

You can set quotas of 1 on the 9 answers. Then use display logic on the 9 answers to only display them if their quota has not been met.
The caveat is that if two people take the survey at the same time, they will be able to select the same answer.

Another solution which you can do is randomly display 8 out of 9 for each respondent. It will not complete your requirement but good chance of versatile responses.
