Return text answers to combined into one cell for multiple select questions where as !
for exporting partially answered questions returns a different format with multiple select questions returning columns for each possible choice in the answer.

How can I export completed and partial responses in one data export?
In the survey options, you can customize partial completions, e.g. record responses in progress 24 hours after respondents start of survey. However, the respondents will not be able to pick up and complete a partial interview afterwards. But in reality, who does that anyway?
