We conduct an annual survey where companies report wage data on specific job titles. We use the matrix table to list the job titles, and then ask respondents to fill in the data on the titles that are relevant to their company. So they end up seeing a series of charts for approx. 70 titles, even though they may only have 15-25 titles that match their company. Is there a method for the respondents to pre-select their titles, and then only see those rows to fill in the wage data?

Yes, you could have a multi-answer multiple choice question that asks them the select the titles that apply. Then on your matrix question carry forward the selected choices from your multiple choice question.
