Highlighting active rows in a matrix question instead of alternating rows

I've seen some Qualtrics surveys where a matrix row is only highlighted after you answer the previous row. I know how to highlight alternating rows but does someone know how to highlight either next unanswered row or highlight a row when you mouse over?
