How to enable multiple participants to participate on a single survey?

I am working on sending a survey to multiple organizations, where each organization will have different individuals filling in different blocks of the survey. How do I enable that in Qualtrics?

Is there a way to save the responses so that each individual can pick up where the last one left off?
