How to issue *new* not expired personal link for contact whose survey link gives expired message?

Happening to multiple contacts --> Message when clicking personal link to contact: "You have either already completed the survey or your session has expired." History for same contact says: "This contact has no response history." This contact has no responses in progress. Then go to distributions, select the contact and generate personal link. The resulting newly generated link gives same message: "You have either already completed the survey or your session has expired." These people have never entered any input. How do I send them a link that is not expired so that may complete the survey designated to them?

If you have the survey option set to record their responses after x weeks since their last activity, they may get marked as complete if all they did was open the survey but not answer any questions.

@BruceK Thanks for the response. Alas, in this instance that is not the issue as our survey expiry date is late November and the partial completion setting was set to 3 months prior to distributing the survey. This may be one for Qualtrics support as suggested by @LaurenK
