The will simply pick up where their old survey left off if utilizing the same link. This is what will happen if you send a "reminder"- it sends the same link so they can pick up their partial complete and submit it.
If you're sending a _new_ link, or a new invitation, then that's a new start. So the old partial might record if they never go back to it in that month.
