Can I add pop-up dialog box feedback throughout a survey?

I have a pretty long survey built into different sections, with each section made up of a few matrix type questions. These matrix type questions have multiple questions within them and the responses are a 3pt likert scale (yes, not currently, not applicable). I'd like to be able to have a pop-up informational note that comes up whenever a 'not currently' is selected for any of the questions within the matrix. I've tried using custom validation and have gotten my message to display, but then it doesn't allow the user to progress without changing their answer, which I don't want. Here's an example of what my questions look like if that is helpful.

Hi WillAurich1234! You may want to consider using in-page display logic to display a Descriptive Text question. If you have any additional questions about how to set this up, be sure to reach out to the Support team, as they are best equipped to help!
