How to allow user to use a contact list but not see who's in it

Hi, I’m an admin and I have a usecase where I need to make a contact list of let’s say 5000 people available to a person so they can distribute survey to that list. But I need to restrict them from seeing who specifically is in that list. What is the best way to achieve this if it’s at all possible.
