Allow multiple responses to single survey

While this request may sound similar to a 360 survey, it's actually different. What the Qualtrics platform is lacking on the lifecycle side is the ability to have a respondent have multiple responses in a survey at any given time, while not disrupting the integrity of the employee directory.
For example, in this scenario of a lifecycle survey we are wanting a hiring manager to take a survey multiple times whenever a new hire is hired to their team. Having this ability in a lifecycle survey would be amazing because of the automation aspect, along with the ability to pulse specific populations at different times. A 360 survey wouldn't work here because you have to manually add in participants from the directory.
I believe a big issue for this is the current employee directory set up, and how you can only load 1 individual into a survey at a time. For my example above, I would need to be a participant in the survey multiple times if I've had multiple hires during the survey.
