Hello!
I wanted to know, if it's possible to make 3 different surveys, that are available at the same URL address. I want people to randomly get assigned to one of this surveys, without any conditions.
Or - is it possible to make 3 blocks of questions, that will randomly appear to a person? For example - Person 1 enters my URL address leading to survey and gets Block 1 of questions, then a few minutes later Person 2 enters my URL address leading to the same survey, and gets Block 2 of questions.
I hope I've made this clear, but I know that it's a little bit confusing (especially with my not so good English

Yes, both are doable. However, I would recommend randomizing the block here. 
You can add a randomizer in the survey flow and then have it evenly select one of the three blocks. You can find more information here - https://www.qualtrics.com/support/survey-platform/survey-module/survey-flow/standard-elements/randomizer/
