Is it possible for respondents to download a copy of their own responses?

I don’t know about downloading a pdf, but the easiest way we have done this is to create a workflow in the survey to email the respondent their responses. 

Use the trigger “when a new survey response is received” and then the task is “send an email” and play with the settings from there. If your survey is anonymous, ask the respondent if they want a copy of their responses, if they say “yes” then ask for their email. You can pipe it into the “To:” field of the email in the workflow.

My team would prefer not to send respondents a copy of their answers automatically. Instead, we'd like it to be optional, only sent if the respondent actively requests it. Would that be possible with the workflow you mentioned, or does the email get sent automatically to every respondent upon completion?

Absolutely! The way we handled that is by specifically asking, would you like To be emailed a copy of your responses? If they answer, yes we asked them for the email. Then, in the workflow after the trigger, you can put to only include people who answered yes

i’m glad this seems at least worth looking into for you. It took us a little bit to come up with this solution, but it really is pretty elegant at least for our circumstance and it sounds pretty similar to yours

Yes, there are a couple of native Qualtrics options:

Option 1: Set up an Email Task (Workflow/Actions) that triggers on a new response and includes a Response Report. The respondent receives an email containing a summary of their responses, with the option to download it as a PDF.

Option 2: Instead of displaying the standard end-of-survey message, configure the End of Survey element to Redirect to a Single Response Report. After submitting the survey, respondents are taken to a summary of their responses, which they can download as a PDF.

Both are native Qualtrics features, so the best option depends on whether you want the respondent to receive the report via email or download it immediately after submission.

There is actually Response summary available after the submission in the same session. 

However, although it is applicable for all respondents, it only allows respondent to download a copy at that time. Once the browser is closed or navigates to another website, respondent will not be able to download a copy at a later time.

Dukester’s solution seems to be more preferable in case the respondent decide to download at a later time.

You can bypass the standard end-of-survey message by configuring the End of Survey element to Redirect to a Single Response Report. This automatically forwards respondents to a summary of their answers right after they click submit, allowing them to instantly download a PDF copy.

Because both approaches are native to Qualtrics, the best choice just depends on whether you prefer the respondent to get the summary delivered to their inbox or download it on the spot.
