Changes in external CSS file are not reflected in survey: a caching issue

Under Look and Feel > Style, I added an external CSS file to style my survey. But changes made in this external file are not reflected in the survey, neither in the preview nor after publishing and viewing it. This happens due to heavy caching of the CSS. Is there a way to circumvent/disable caching while developing?
