Is it possible to exclude 2 members from a mailing list depending on group eligibility?

Hi everyone. I'm trying to figure out an easy way to send emails to 10 of 12 members of a committee. For each vote, those 2 members that match the faculty member's home department must be excluded from voting. So far, I see options that let me send to entire contact list (12 people) or to send to individual members at a time. Is there an easy way to opt-out department reps when sending individual email links for surveys or would I have to manually opt the reps out before sending to contact list?

This was my original plan, but I was unable to manage to do it. This afternoon I was able to access the embedded data points and it seems to have worked. Thank you!
