How to restrict who responds to my survey?

I am distributing my survey with the anonymous link, but because of methodology restrictions, I absolutely cannot have multiple participants from the same IP address. Is there any way to prevent someone with the same IP address from taking my survey twice with just the anonymous link?

Go to the Survey Protection settings through Survey Options. Enable Prevent Ballot Box Stuffing. A cookie is placed on the browser to remember the user, thus ensuring the survey will be taken one time.

@JulieT - that is a solid solution but isn't as foolproof as I would like. We have had respondents simply clear their cookies or access from another device to avoid this restriction.

@Barnaby The alternative in this situation would be to setup a webservice to store when they complete a survey, and then pull whether or not an email has been used at the beginning of the survey and term if they are attempting to take it again.
