Is it possible for repondents to design a product in the survey - refer image attached as an example

Image refers to a product with different rates for different time bands in the day. The idea would be to allow respondents to change the time bands (shorter or longer) of the block or add/remove blocks. However of course contrained to filling the entire 24 hour period. Many thanks!!!!
