Randomization and timing - Importing a questionnaire

I have two questions

  1. Is there a way to randomize questions while importing a questionnaire in txt format?

  2. Is there a way to create a timing question and modify the options while importing a questionnaire in txt format? Someone ask this here: https://www.qualtrics.com/community/discussion/9494/use-timing-question-while-importing-questions
