I use Sales force to trigger our surveys, i am hearing from some customer that they get the survey when they are not supposed to, or they dont receive it at all when they should. I am looking to validate this feedback via a Qualitrics reports - i need to be able to access a report where i can see what customers were sent a survey via email address. (i am across survey responses)

You will be able to see to whom the survey is distributed to... check the "Email" section under the "Distribution" tab.
And download the "distribution history" as shown in below documentation:

I will also suggest checking your salesforce "workflow rule" and "workflow action".
