How do we prevent names from popping up as a dropdown list when subjects nominate?

When a new subject logged in for the first time and started adding names to nominate evaluators, they saw names already populated. They were very confused and thought they logged into someone else's account. How do we prevent names from popping up as a dropdown list when subjects nominate?
